Aashna Kaur Tomar is a strategic healthcare consultant with expertise in Medicaid transformation, behavioral health integration, and health system modernization. She has a strong foundation in health policy, data analytics, and care delivery strategy focused on supporting community-based providers, public agencies, and health plans in implementing Enhanced Care Management (ECM), Community Supports (CS), and value-based care.
At ºÚÁϲ»´òìÈ (ºÚÁϲ»´òìÈ), Aashna leads technical assistance efforts across more than 15 active projects, including a statewide initiative supporting 16 nonprofit organizations that collectively serve over 750,000 Medi-Cal members. She works closely with leadership teams to build sustainable care delivery models, strengthen data infrastructure, and improve performance measurement and service integration. She also serves as a subject matter expert on electronic health record (EHR) workflows and billing optimization, helping provider organizations align their systems with policy requirements, payment structures, and person-centered goals.
Aashna has deep experience facilitating cross-sector collaboration among behavioral health agencies, housing and social service providers, and managed care plans. She regularly advises organizations on CalAIM readiness, Certified Community Behavioral Health Clinic (CCBHC) implementation, grant writing, and infrastructure development, with a focus on advancing health equity and delivering culturally responsive care.
Prior to joining ºÚÁϲ»´òìÈ, Aashna worked across global and domestic public health settings, gaining experience in health policy, community engagement, and health equity research. At the New York City Department of Health and Mental Hygiene, she supported COVID-19 response efforts by coordinating outreach with community leaders in underserved neighborhoods. At Save the Children, she contributed to global health innovation efforts, researching technologies and solutions to improve humanitarian response.
Her global health experience also includes working with One Sun Health in South Africa, where she developed and implemented health education and microenterprise programs in rural communities. In addition, she served as a research associate at Cornell University’s ReLateral Lab, where she led community-based participatory research on health equity and co-founded the Center for Cultural Humility—an initiative aimed at advancing culturally responsive practice, research, and policy.
Aashna has a Master of Science in Public Health from the Johns Hopkins Bloomberg School of Public Health and a Bachelor of Science in neurobiology and behavior from Cornell University. She is currently pursuing her Master of Business Administration at Indiana University’s Kelley School of Business.
