Alyssa Lord is a healthcare leader with extensive experience across behavioral health, population health, value-based care and integrated care delivery, specializing in Medicaid, managed care and community-based systems. Alyssa partners with diverse organizations ranging from nonprofits to federally qualified health systems, hospitals, and local and state entities on healthcare policy, strategy, system design and funding, and operational improvement. She prioritizes helping clients develop and implement patient- and community-centered solutions that improve outcomes, quality and system performance.

Before joining ºÚÁϲ»´òìÈ, Alyssa served as deputy secretary of the Maryland Department of Health’s Behavioral Health Administration, leading policy, programmatic and fiscal strategy for a roughly $3.5 billion statewide behavioral health agency. In this role, she developed and implemented statewide behavioral health strategies focused on equity, underserved communities and populations, network adequacy, quality, and the mitigation of fraud, waste, and abuse. These initiatives strengthened data-driven decision-making that supported performance management and enhanced funding opportunities.

Alyssa has expertise in behavioral health policy and systems transformation, including children, adolescents, and families and clinically, behaviorally and socially complex Medicaid beneficiaries. She led the State of Maryland’s development of a comprehensive behavioral health roadmap for children, adolescents and families and expanded 1915(i) services to improve access to community-based supports for youth and families. Her work has also included convening cross-agency collaborations spanning justice, social services, education and substance use, and representing Maryland in national forums focused on behavioral health innovation, payment reform and outcomes.

Leveraging her expertise to drive reductions in total cost of care and improve health outcomes, Alyssa has experience leading population health, value-based care, care management and integrated care program implementations. She also supported a large-scale multispecialty and urgent care practice’s participation in a multistate Accountable Care Organization (ACO) arrangement and integrated care coordination that improved patient outcomes, reduced Emergency Department (ED) utilization and hospitalizations, and improved transitions of care.

Alyssa has a Master of Science in Health, Population and Society from the London School of Economics and Political Science, a Master of Arts in Sociology of Education from New York University’s Steinhardt School of Education, and a Bachelor of Arts in Law and Society from American University’s School of Public Affairs.

Outside of the office, Alyssa channels her drive into her passions: her two girls and their traveling, hikes, bike rides, and cooking and baking escapades.
