Colleen Kapsimalis Doyle is a public health and population health leader with more than 15 years of experience building and managing high-performing teams and delivering measurable results across government, research, and nonprofit settings. She brings deep expertise in population health strategy and implementation—including grant writing, policy, strategic planning, operations, evaluation, and product development—with a strong focus on primary prevention, health equity, and social determinants of health. 

Before joining ºÚÁϲ»´òìÈ, Colleen was a public health advisor at the Centers for Disease Control and Prevention (CDC). In this role, she provided strategic leadership and oversight for the $361 million Public Health Infrastructure Grant (PHIG) Component B initiative, managing national strategies across training and technical assistance, evaluation, communications and coordination, and data modernization. She managed partnerships with national public health organizations and served as a primary liaison among funders, partners, and health departments across 107 jurisdictions. 

Colleen has demonstrated success leading public health programs and initiatives. In addition to her work on the PHIG initiative, Colleen collaborated as a technical expert in the design and implementation of program evaluation, technical assistance, training, and learning opportunities among governmental and non-governmental partners. This work supported various public health projects, including workforce development for health promotion and chronic disease prevention, injury and violence prevention, maternal child health, and behavioral health staff.  

Prior to her work with the CDC, she worked with the Colorado Department of Public Health and Environment, setting strategic direction, overseeing over $40 million annually across 40 funding sources, integrating initiatives to improve operational efficiency and outcomes, and leading statewide training, learning collaboratives, and evaluation initiatives grounded in equitable evaluation practices. 

Colleen has a Master of Public Health in health promotion from Columbia University and a Bachelor of Arts in Psychology/Sociology from Stonehill College. She is a Certified in Public Health (CPH) professional through the National Board of Public Health Examiners and has held professional service and advisory roles with organizations including the Safe States Alliance and multiple public health training and evaluation committees.
