John Eller is a seasoned executive with more than 25 years of leadership experience in county administration, health and human services, and consulting.
Since joining ºÚÁϲ»´òìÈ (ºÚÁϲ»´òìÈ), John has focused on managed care, behavioral health, public health, child welfare, needs assessments, and opioid settlement planning. He is highly adept at strategic planning, stakeholder engagement, local government administration, and workforce development and training.
John began his career as a social worker in a local department of social services and understands the stress and secondary trauma often experienced in helping professions. Prior to joining ºÚÁϲ»´òìÈ, he served as a department director in Mecklenburg County, North Carolina, as part of the largest consolidated health and human services agency in the state.
As county manager and chief administrative officer for Davie County, North Carolina, John served as a liaison with constituents to foster relationships and develop policies that improve community outcomes. His portfolio included oversight of health-related services such as emergency medical services, preparedness, and health and human services (social services, public health, veterans’ services, domestic violence, and senior services). He also helped develop an integrated care model between public health and the federally qualified health center (FQHC).
John has also held leadership roles in Ashe, Swain, Cabarrus, and Catawba counties. In the span of his career, he also oversaw co-located Medicaid eligibility staff in healthcare settings, school-based social workers, an integrated social service and critical access behavioral health agency, a community action agency, and a child advocacy center.
John has partnered with decision-makers at the local, state, and national levels to ensure program effectiveness and share best practices. He has served on numerous state workgroups supporting managed care expansion for special populations in North Carolina. John values strategic planning and continuous improvement efforts that enable community-based organizations and the public sector to achieve shared outcomes. His work spans multiple sectors, fostering innovative partnerships, services, and policies aimed at building healthier communities and serving vulnerable populations. He emphasizes the importance of incorporating lived experience into planning efforts and models of care that support the whole person.
John was appointed to the North Carolina Institute of Medicine and has served as president of the North Carolina Association of County Directors of Social Services. He completed two terms on the North Carolina General Assembly’s Joint Study Commission on Aging and two terms on the North Carolina Human Resources Commission. In 2006, he received the Presidential Volunteer Award from President George W. Bush for his work in disproportionately affected communities. He has also served as an adjunct instructor for graduate public administration programs at UNC-Greensboro and Appalachian State University.
John earned his Master of Business Administration from the McColl School of Business at Queens University and his bachelor’s degree in social work from Appalachian State University. John is a credentialed manager with the International City & County Management Association (ICMA) and a graduate of the Senior Executive Institute (SEI) at the University of Virginia’s Weldon Cooper Center for Public Service. He is also certified by Actualized Performance Solutions to conduct individual leadership profile assessments, team profile assessments, 360 assessments, and professional and executive coaching.
