Sabiha Quddus specializes in transforming complex healthcare data into actionable strategy for state agencies, health plans, and service providers. Leveraging empirical and quantitative analysis, she navigates regulatory and market challenges to support clients with data-driven decisions. 

Before joining ºÚÁϲ»´òìÈ (ºÚÁϲ»´òìÈ), Sabiha was a senior director at a prominent consulting firm dedicated to healthcare policy and financial modeling, where her work was focused on antitrust and litigation, mergers and acquisitions (M&As), and regulatory policy analysis. Most recently, she developed a population-based workforce model for Puerto Rico, utilizing population surveys, insurer claims, and health surveys to project workforce gaps and guide talent retention strategies. 

Sabiha led several analyses to estimate the effects of proposed health policies, such as Affordable Care Act (ACA) expansion, public option, and site neutral policy, on costs and access to healthcare. She also supported M&A transactions by conducting market structure, geographic, and claims data analyses, including consumer discrete choice and semiparametric modeling to evaluate patient preferences and market competitiveness. She worked with the Pennsylvania Insurance Department and led the quantitative analyses of the competitive effects following a proposed affiliation. 

Sabiha built microsimulation models to predict disease prevalence and assess the impact of healthcare equipment shortages on consumer choice. She supported an engagement in the United Kingdom to redesign care delivery processes related to respiratory conditions. This transformation model estimated the costs and potential savings of interventions designed to improve the health and health status trajectory of the population served. 

Sabiha earned her master’s degree in applied economics from Johns Hopkins University and her bachelor’s degree in economics and statistics from The George Washington University.
